BLUEWATER FASTBALL LEAGUE CONSTITUTION

BLUEWATER FASTBALL LEAGUE (BWFL)
CONSTITUTION
(2008 Revision)

1. The playing rules shall be those adopted annually by the O.A.S.A. The only exceptions will be those outlined in the following Constitution.

2. The residence rule shall be waived. The league (BWFL) will not use a residence rule of any kind. A player may only play for one team per season.

3. Each team will have a roster of up to a maximum of 20 players.

4. A player must appear in at least 5 regular season games to be eligible for the playoffs. Official BWFL statistics will be used to show those players who are eligible. The executive and directors will deal with exceptions.

5. Regular season games will be as follows:
i) all regular season games will be 7 innings; and
ii) all double headers will be 7 innings.

All games which are tied after regulation play, will be decided by invoking the International TieBreaker Rule in the top of the 8th inning. If the first game of a double header is tied after 7 innings, it will be decided by invoking the International TieBreaker Rule in the top of the 8th inning prior to commencing the second game. However, if a game must be stopped for any reason after completion of regulation play, it will be considered a tie, with each team being awarded 1 point.

6. If necessary to cancel a game, a minimum of 3 hours notice whenever possible should be given to the opposing team and to the umpires. If a team fails to show up for a game, the penalty shall be as follows:
i) forfeiture of the game;
ii) a $100 fine for the first offence to be taken out of the offending team's Performance Bond and paid to the offended team; and an increase of $25, over and above the $100 fine, per offence for all following offence(s) paid to the League Treasury.

iii) the $100 of the Performance Bond to be repaid before the offending team plays again, regular season or playoffs.

7. If a visiting team shows up but the game is unable to be started due to one of the following:
i) the Umpires fail to show and no alternates can be found
ii) the diamond is not ready or double booked; or
iii) any other reason deemed by the BWFL Executive to be the home team's responsibility then the home team shall forfeit the game but not be subject to a fine.
8. Players ejected from a game shall be suspended under the following scheme:
i) First ejection - the remainder of the game plus 1 game;
ii) Second ejection - the remainder of the game plus 1 game; and
iii) Third ejection - the remainder of the game plus 5 games. Any ejection must be noted on the front of the Official Game Sheet that is sent to the BWFL Statistician, and the team whose player was suspended must inform the BWFL President before they play their next game. Failure to notify the President will result in a $25 fine, and using a suspended player will result in forfeiture of the game plus a $25 fine to be paid to the BWFL.
The BWFL President may make further suspensions in any of the above cases for flagrant actions. A player has no right of appeal unless a suspension is greater than 5 games. All suspensions must be fully served as long as the BWFL exists. Each season's suspensions will be recorded, but will not be carried over as running total from one season to the next. A player will start each season with a clean slate, after all suspensions have been served.

9. The score of any forfeited game shall be 7-0. These runs will be used as part of a team's statistics for the season.

10. The team finishing higher in the standings in regular season play will get the first, and any extra home game in a playoff series. There will be no split games. The home team will always have advantage of last bat.

11. Ties in league standings shall be broken as follows:
i) regular season record against each other;
ii) total runs against each other; and
iii) total runs for the season.

12. There will be no minimum level umpire's certificate required for umpire's that officiate a league game. However, it is understood that the home team will be responsible for providing competent umpires. Any disputes over umpires will be investigated and resolved by the BWFL Executive.

13. All cancelled games shall be rescheduled between the two teams involved, and the home team shall notify the BWFL of the new time for the game. Any cancelled games are to be e-mailed to the league website by both teams stating why the game was cancelled. Games must be rescheduled (not necessarily played) within two weeks from the date of cancellation, or before the allotted period for the season. If by a predetermined date teams cannot come to an agreement, the issue will be brought to the executive.

14. Any team filing statistic reports late shall be fined $20 per offence to be taken out of that team's Performance Bond. Late is defined as 7 days after the game.

15. The teams of the BWFL will be committed to completing all regular season games. Failure to honour this commitment will result in a $200 fine, subject to executive review. Whenever both teams are found to be at fault, both teams will be fined and each assessed with a 7-0 loss.

16. Other fines may be levied for other offences deemed to be detrimental to the BWFL as judged by the Executive. All fines shall be taken out of the offending team’s Performance Bond and this Bond repaid before the offending team may resume play.

17. Failure of a team to send at least one representative to a BWFL meeting shall result in a $50 fine applied as noted in Item 16. (Amended by Motion – February 1994)

18. A mercy rule shall be declared when one team is a minimum of 7 runs ahead of the opposition anytime after 5 innings.

19. The penalty for the use of an “illegal player” shall be the forfeiture of the offending teams $100 Performance Bond and forfeiture of the game(s) in which the illegal player was used.

20. The “Worth K Master” will be the only ball used in BWFL regular season and playoff games.

21. The BWFL Playoff Champion will represent the league ( or have first right of refusal ) at the following years “Ontario Cup – ISC Tournament of Champions”

22. Year end trophies will include Top Batter (highest avg.), Top Pitcher (lowest era), Most Valuable Player (voted by teams), Most Valuable Pitcher (voted by teams) and Most Sportsmanlike Team (voted by teams).

A Player cannot play for 2 teams in the same season, the players first played team is the team of record for that season. If the player wishes to switch teams, a representative for the team releasing the player will call the president and state in writing the player wishes to switch teams. A vote of the teams not involved will commence with a majority vote needed in order for the player to be released.

24. The league will follow the illegal bats list put forth by the ASA at the start of each season. Anyone caught with an illegal bat will be subject to the O.A.S.A. playing rules.
